Two of the three had previously been charged in connection with unrelated killings but were released. Lawyer: Sailor in stabbing case is not competent

NORFOLK A sailor accused of attempted murder for stabbing another sailor at Portsmouth Naval Medical Center has been declared incompetent to stand trial, his lawyer said Thursday. Petty Officer 3rd Class Wilbur Harwell was charged on July 24 with attempted murder and aggravated assault. He is accused of attacking Petty Officer 2nd Class Justin Powell with a knife in the barracks on June 6.
